According to the Monaco government, the explosion was caused by a parcel bomb. It was left in the lobby of the building before its perpetrator fled on foot. The French and Monegasque authorities quickly pooled their resources in response to the scale of the event. The French Minister of the Interior confirmed the sending of reinforcement rescue teams to Monaco.
